反服貿協議創下首次立法院議場遭到群眾攻陷佔領的事件！3月18號晚間，群眾由立法院三個門口同步發動推擠攻勢，500群眾衝破警方封鎖，進入立法院內，接著群眾再突破議場，進行佔領，各地率續趕到的民眾也開始在立法院外聚集，人數已經達到2千人。凌晨警方經過三波攻堅無法突破後，遭到越聚越多的立法院外群眾反包圍，由於群眾要求警方，只要不對議場內進行清場，群眾也不進行攻擊，在警力相對弱勢的情形下，目前對議場進行清場的動作也暫停，雙方陷入僵持。

10多名反服貿學生，今天晚間9時許，以打游擊的方式，從各個進出口衝進立法院，大聲呼喊口號，表達反服貿訴求。立法院駐衛警築起人牆擋住立院大門，轄區警方接獲通報也立即到場支援，反服貿學生於晚間9時30分攻破大門，衝進立法院議場並占領主席台。

黃登棟依 (中央法規標準法)第五條第一項第四款:其他重要事項之應以法律定之者。如果把憲法看作(祖母),那麼(中央法規標準法)可看作(母親),所有的法律就是 (兒子),所有的命令就是(孫子)。(服貿)只是行政命令的位階,它的內容關係全台灣人民的權益,自屬(中央法規標準法)第五條的(重要事項),依法應以 (法律)定之,第六條:應以法律規定之事項,不得以命令定之。第四條:法律應經立法院通過,總統公佈。國民黨如此行事,已違反(中央法規標準法)第五條第一項第四款及第六條及第四條,應向法院提出告訴及全民遊行抗爭。依法應逐條經一讀二讀三讀的法律程序，才符合「中央法規標準法」的法律規定。
現在台灣的立法院有學生進入，霸佔主席台，台灣的海基會與中國海協會，簽署(服務貿易協定)，因為內容關係全台灣人民的權益，依台灣的法律( 中央法規標準法)，關係全台灣人民的權益，應屬「重要事項」，依法「中央法規標準法」(可上台灣法務部網站查法條)，第五條第一項第四款，及第六條及第四條，國民黨不願逐條審查，依法應逐條審查，經一讀二讀三讀後通過，才可經立法院送總統公佈，才是真正的「法律」，沒有經過立法院通過，總統公佈的都不是法律，只是行政命令(如:規程.規則.辦法.標準.準則.細則.綱要)，如「道路交通安全規則」是交通部定的行政命令，其內容不得砥觸立法院的「道路交通安全處罰條例」，「法律」是立法院通過，命令只是行政機關下的，不得砥觸法律，就如兒子不能砥觸母親。服貿協議，只是行政機關與中國簽訂，但因涉及台灣全民的權益，依「中央法規標準法」必須以法律定之，國民黨強行以報備要存立法院備查，已明顯違反法律的「中央法規標準法」規定。是「違法」的，不是「違規」。
